The chord is an E major triad. with the notes E (root) on the 3rd string, G# (3rd) on the 2nd string, and B (5th) on the 1st string.

When I look at triads I first try to see what CAGED shape it resembles. In this case it looks like a A major bar chord shape. It then comes down to determining which of the 3 strings the root note is on. As @Jason Smith discussed, if you move this to frets 2 and 0, you can more easily see that it looks like our old friend the A major cowboy chord with its root on the 2nd fret of the 3rd string. Now that we've identified the root is on the 3rd string, we look at the diagram and see the note on the 3rd string is at the 9th fret, which is an E. This gives us the E major triad.

Another way to identify the root is to remember that the 2nd and 3rd strings are a major 3rd apart. Since the notes on the 2nd and 3rd strings are on the same fret, we can quicky deterimne that the root must be on the 9th fret of the 3rd string (the E) and the 3rd is on the 9th fret of the 2nd string (G#). We've already recognized from the diagram that the chord is an A shape major chord, so without having to think about the note on the 1st string, we can say this is an E major triad.

Once again for me, recogniaing shapes and knowing the fretboard make identifying chords simpler and requires less thought. Remember: "When you think, you stink!"
